1999 Annual Meeting Minutes

President, Lynn Branch, called the meeting to order at 10:15 AM. Officers and Board Members were introduced and Carroll Gilliam, who had agreed to record the minutes of the meeting.

Lynn introduced Councilwoman Diana Puccetti and thanked her for coming to give an update on what progress has been made regarding beach erosion problems.

The minutes of the 1998 meeting were distributed and approved.

The Treasurer's report was distributed and explained by Mildred Coker. After questions were answered from the floor the report was approved.

Carroll Cobb gave a report on the sewer project including the history and the current events. The project is projected to be completed within 210 workdays. Carroll thanked Councilwoman Diana Puccetti for her help in bringing our lack of sewer to the attention of City Officials. Homeowners will be given 90 days, after notification from the city, to obtain permits and connect to the sewer at their expense. A $10 permit is required from the City Building Department and a $300 permit from the City Water Department. Connection to the sewer is mandatory. Failure to connect will result in having water service to the property disconnected.

A motion was made by John Merchant that a committee is formed including at least one board member to investigate the option of making a single contractor available to homeowners at a more reasonable rate. If feasible this would be an option given to homeowners. Motion passed.

Councilwoman Puccetti presented a slide program on short term and long term projections for coastal erosion. Shiner Mosley was hired by the City for this study project with a goal of obtaining federal funds by 2001 in the amount of five to six million dollars. Galveston now has a 1.5 million local match for this project. The city is working closely with the Corp of Engineers on an on-going basis as erosion is occurring on the West End at a rate of eight to twelve feet per year.

Ms Puccetti reported that the contractor would place all excess sand from the sewer as dunes on the beach at the vegetation line.

Hal Shivers reported on beach restoration specifically with regard to Bermuda Beach. He presented cost information both for sand replenishment and for geo-tube construction. Although there was considerable discussion, no motions were proposed for beach restoration. If we replenish the dunes on as a group, FEMA will help financially if the dunes are destroyed again. Beach Geo Tubing for restoration of dunes would cost $80,000 - $210,000. Much discussion followed. No motions were purposed.

Carroll Cobb opened the meeting to new business.

A motion was made by Betty Poland and seconded that the annual dues be rolled back to $45.00 per year. Discussion followed. The motion failed.

A motion was made by Joanne Anderson & seconded to create a beach replenishment fund with an interest bearing account with $10,000 from present funds and $10,000 from next year's dues. Discussion followed. Motion failed by vote.

A motion was made by Claire Ziegelmair that dues be assessed at $100 per year plus a $50 a year beach assessment. Vote failed.

Kathy Love had preprinted ballots people's names that had agreed to run for a position on the board. These ballots were distributed one per property in good standing, at the time of registration.

Leonard Tater presented the election slate: Al Birdwell, Carroll Cobb, Mildred Coker, Kathy Love, and Hal Shivers. Nominations from the floor: Bud Gourley.

Counting the ballots were Leonard Tater, Ed Petok, and Jane Shaw.
