The 2003 meeting of the Bermuda Beach Improvement Committee, Inc. held at the Holiday Inn on Seawall Blvd was called to order at 10:20 AM on October 18, 2003, by President Kathy Love.
On motion made by Carol Gilliam the Minutes of the 2002 meeting
of homeowners, seconded by Charles Hebert, the Minutes were approved
as submitted. The financial report and budget was distributed,
presented for approval, discussed and accepted.
Due to the possibility of blocking the view when someone is exiting
the subdivision, the suggestion was made that the two oleander
bushes nearest 3005 be removed. After group discussion the decision
was made that the Board would investigate and take action if necessary.
There was a lengthy discussion about trash in a neighbor's yard
and what could be done about it. After this lengthy discussion
it was brought to the board's attention that the problem property
had just changed hands and we would watch to see that the issue
was resolved. The board was asked to find out if heavy bottomed
trash cans were available from the city yet. At one time, these
had been promised for open areas such as ours. (The city has advised
that there are none available at this time.)
Andy Lang, BBIC Legal Advisor announced that new state law changes
effective Sept 1, 2003 now permit subdivision deed restrictions
to be changed by affirmative vote of 75% of the homeowners. The
announcement was made that the Deed Restriction changes that were
proposed and distributed to all property owners had passed. This
change combined all sections under one set of regulations. After
a discussion, Andy agreed to meet with anyone personally that
still had questions about the Deed Restriction change. Except
for combining these under one set of rules, the only changes made
at this time were if one current restriction differed from the
other sections. However the rule was written for of the majority
of sections are what was drafted for this proposal. These regulations
can be found on the subdivision web site.
Larry Wise, Project Engineer with Shiner Moseley, presented the
plan for the upcoming CEPRA II project. There was a discussion
as to where the sand was to be placed. At this time we knew we
were getting additional sand from the City of Galveston but the
amount had not yet been determined. Larry agreed to meet with
Kathy Love on the beach during the upcoming week, to go over two
areas that were being disputed.
Dianna Puccetti addressed the audience about the change in her
status with the city and her hopes for the future. The BBIC presented
Dianna with a desk clock to remind her of the many many times
she has helped our subdivision and how much we appreciate the
time spent on Bermuda Beach.
Mr. Jerry Mohn, WGIPOA President, introduced the Texas General
Land Office Commissioner, Jerry Patterson, who spoke to the homeowners
about the State's efforts to combat erosion and beach renourishment,
referring to the website "coasttexas2020.com-regionII".
Acknowledging that tourism is a very good industry for the state,
he believes the coastline belongs to all of Texas. He commented
that there is some pressure to restore driving on the beach, but
said that it was not making much headway against the safety issues.
Jerry Mohn presented the idea of a PID to establish a way of funding
a Pro-tech tube. He explained how this could be possible and advised
that the WGIPOA was working diligently on putting this together
for those interested.
Pre-printed ballots had been distributed for the Board election.
There was a nomination from the floor for David Walker to be added
to the ballot. By written ballot, the new 2004 board members are,
Al Birdwell, Mildred Coker, Andy Lang, Kathy Love, and Leonard
Tatar.
The meeting was adjourned to Mildred & Ron Coker's for the
Annual Bermuda Beach Barbecue.
